PROPOSITION NO. 8

Sports Facilities Sales Tax Summary: Dedicates funds to upgrade public sports complexes for youth and adult activities, including turf, lighting, and amenities to support community athletics.


Funding: Approximately $46.555 million (temporary sales tax).


Tax Implications: Temporary 0.5% sales tax increase for five years (expires automatically); no property tax impact. Design starts in spring 2026, construction about a year later.

(Separate Funding) Funding: Temporary 0.5% dedicated sales tax (~$53 million over 5 years, expires after). Focus: Enhancements to city sports complexes/fields.


Detailed projects: Improvements to girls’ softball, youth baseball, youth soccer, youth football/lacrosse, and adult softball facilities; upgraded fields, amenities, lighting, seating, and support infrastructure to better serve athletes, families, and community events.


Specific Projects (all named/priority):

  • Arrowhead Sports Complex: $13,580,000 (includes turf conversion for 12 fields: $5,000,000 infields + $2,800,000 outfields; LED lighting retrofit: $2,750,000; backstop improvements: $400,000; warmup areas renovation: $400,000; landscaping: $30,000; front entrance: $70,000; parking lot: $1,500,000; retaining wall: $150,000; sidewalks: $50,000; access gates: $90,000; secondary entrance: $60,000; additional unspecified: $1,920,000)

  • Indian Springs Sports Complex (General): $8,200,000 (parking: $4,000,000; common areas: $1,000,000; maintenance building: $3,000,000)

  • Indian Springs - Soccer: $8,300,000 (turf for 4 fields: $5,000,000; LED lighting: $3,300,000; sidewalks: $50,000)

  • Indian Springs - Baseball: $10,000,000 (turf for 16 fields: $2,600,000 infields + $4,000,000 outfields; LED lighting: $2,350,000; new restroom: $950,000; safety netting: $100,000)

  • Indian Springs - Adult Softball: $1,800,000 (turf for 2 fields: $600,000 infields + $480,000 outfields; concession renovation: $400,000; LED lighting: $300,000)

  • Challenger Sports Complex: $1,275,000 (new playground: $250,000; batting cages: $20,000; bridge connection: $150,000; parking expansion: $850,000)

  • Nienhuis Sports Complex: $3,350,000 (LED field lighting: $2,150,000; entry plaza: $200,000; security lighting: $250,000; parking repaving: $100,000; drainage: $70,000; netting: $30,000; new restroom: $500,000)
