David Ostrowe is a results-oriented leader with deep roots in both the private sector and public service. A U.S. Navy veteran who served as a Naval aircrewman during the Cold War, David has spent his career delivering growth, efficiency, and accountability.
In the private sector, David spent over 25 years building and scaling businesses, most notably growing a portfolio of Burger King, Taco Bell, and Church’s Chicken franchises that employ more than 1,000 Oklahomans. He also founded and expanded a staffing and recruiting company into a $150 million multi-state operation.
David has brought that same entrepreneurial mindset to state government. He previously served as Oklahoma’s first Secretary of Digital Transformation and Administration and currently serves as Chief Operating Officer for the State of Oklahoma. In these roles, he has streamlined operations, cut wasteful bureaucracy, demanded measurable performance from state agencies, and championed transparency initiatives—including placing Oklahoma’s checkbook online for full public access.
A proud conservative Republican, Christian, and family man living in Oklahoma City, David is now a candidate for Lieutenant Governor. He is committed to aggressively recruiting manufacturers, closing competitive deals, and bringing tens of thousands of high-paying jobs to Oklahoma while continuing to fight for the conservative values that strengthen families and communities.

David Ostrowe is a multi-unit franchise CEO, real estate investor, and public-sector executive who currently serves as Chief Operating Officer for the State of Oklahoma. In that role, he drives cross-agency performance, operational accountability, and enterprise modernization across state government.
He is the CEO of O&M Restaurant Group, operating dozens of national franchise restaurant locations across multiple states, along with an expanding commercial real estate portfolio. His private-sector career has focused onscaling organizations, improving margins, and building disciplined leadership teams that execute.
David previously served as Oklahoma’s Secretary of Digital Transformation and Administration, overseeing statewide technology, procurement, and shared services. Known for metrics-driven leadership and direct execution, he was later asked to step in as State COO.
He served in the U.S. Navy Reserve as an aircrewman flying P-3 Orion aircraft, logging over a thousand flight hours in mission operations. He holds a BA inPolitical Science with a minor in Oceanography from Louisiana State University.
He is active in national franchising and board leadership and is an ATP-ratedpilot with multiple jet type ratings. He believes both government and businessshould be run with the same principles: accountability, transparency, and results.
