As an engineer and regulatory affairs expert with decades of successful management experience in the utility industry, Paul is ready to apply his expertise to advance Oklahoma’s infrastructure. Having navigated government regulation throughout his career, he understands the dysfunction of bureaucracy. He recognizes that government programs are often ineffective and redundant, and he believes it takes common sense and tenacity to root out waste, fraud, and abuse. Eliminating these inefficiencies will generate savings, enabling Oklahoma to implement structural changes that create incentives for efficiency and respect for taxpayers and their money.
As a three-time Republican nominee for Oklahoma House District 79, a state-appointed member of the Oklahoma Home Inspection Examiner Committee, a City of Tulsa-appointed member of the Sales Tax Overview Committee, and a convention-elected Tulsa County Republican Party State Committeeman, Paul brings an in-depth knowledge of Oklahoma’s government that is essential to lead the effort to rebuild the state’s failing public education system.
In 2023, Paul formed a team to examine why conservative candidates often lack sufficient support. Their analysis of public school student proficiency revealed that Oklahoma ranks among the bottom four states, with Tulsa Public Schools (TPS) ranking among the bottom two districts in the nation. TPS schools have failed students for decades. Noting that Abraham Lincoln, the first Republican president, was an avid reader and a self-taught lawyer, Paul emphasizes that literacy is fundamental to understanding conservatism. He believes it is no surprise that graduates who lack strong literacy skills fall prey to progressivism. He asserts that it is time for Oklahoma’s education administrators to stop arguing and start rebuilding the state’s failing public schools.
Paul and his wife, Pamela, have raised six successful children and have twenty-one grandchildren. They are committed pro-life Christians and dedicated members of the Church of St. Mary. He is an active member of the Knights of Columbus and serves the community through the Home Improvement Ministry. He earned his Eagle Scout award, graduated Magna Cum Laude from the Georgia Institute of Technology, and received his Master of Science in Electrical Engineering from Purdue University.

Employment:
My 40 year career with American Electric Power Services went from Power System Engineer to Director of Engineering. During my career, I was on the leading edge of power system technological advancement and rapid changes to the regulatory framework. As a Director, I led teams of engineers to plan the future of the grid and to design the grid to withstand both natural events and terror attacks.

Priorities if elected:
Several states are successfully rebuilding public education; it is time for Oklahoma’s education administrators to stop arguing and start delivering.
The assault on children from trafficking to abortion is unacceptable. Children in our state should be able to grow up in a society that protects their rights and enables their flourishing.
Land owners should be provided the opportunity to participate in local Open House meetings that are well publicized if a public project impacts their property. Government should not be holding meetings where land owners are uninformed and not present and where decisions are made on their behalf. Utilities, ODOT, OTA, Renewable Resources, and Data Centers are all entities that should be held accountable to land owners through a process that incorporates Open House meetings.
