Scotty Stokes is the Republican candidate for Oklahoma House District 9, representing communities in Rogers and Tulsa counties.

A retired Tulsa Fire Captain and Paramedic, Stokes was twice named Tulsa Firefighter of the Year (2001 and 2011). He founded the Oklahoma Firefighters Burn Camp in 1999 and served as its Director for more than 20 years, providing life-changing, free summer camp experiences, scholarships, and ongoing support for hundreds of Oklahoma children who have suffered major burns and traumatic injuries. Since 2013, he has served as Director of Emergency Management for Rogers County, where he has led preparedness, response, and recovery efforts through four federally declared disasters.

Stokes is a dedicated husband, father, grandfather, and committed Christian conservative. His priorities include:

Faith, Family, and Freedom — Defending parental rights, religious liberty, and constitutional values.
Public Safety — Strong support for law enforcement, firefighters, EMS, and veterans.
Education & Opportunity — Improving Oklahoma’s public schools and protecting parents’ role in their children’s education.

Volunteer Affiliations:

Founded the Oklahoma Firefighters Burn Camp in 1999 and served as its Director for 20 years, building it into a premier 100% volunteer-run organization.
Created a life-changing summer camp for Oklahoma children who have suffered major burns and traumatic injuries resulting in disfigurements and disabilities.
Provide a free week-long camp experience each summer to more than 40 children, removing all financial barriers so they can heal, build confidence, and connect with others.
Established annual scholarships and a dedicated Young Adults Retreat for campers who have aged out, ensuring continued support and community.
Currently serve as Chairman of the Advisory Committee, continuing my long-term commitment to these remarkable children and their families.

Degree in Fire Science and Safety from Columbia Southern University

Priorities if elected:

Keeping Utilities, Infrastructure, and Water Affordable and Reliable – Work to ensure residents have access to dependable and affordable water, electricity, roads, and other essential infrastructure. As Oklahoma grows, I will advocate for policies that require large industrial users and major developments to pay their fair share of infrastructure costs rather than shifting those burdens onto local families and ratepayers.
Supporting First Responders and Public Safety – Ensure law enforcement, firefighters, EMS personnel, and emergency management professionals have the resources, training, and support needed to keep our communities safe.
Protecting Parental Rights in Education – Empower parents to be active decision-makers in their children's education and promote transparency and accountability in schools.
Lowering Taxes and Strengthening Oklahoma's Economy – Support policies that reduce the tax burden on families and small businesses, encourage job creation, and attract responsible/transparent economic development.
Strengthen Emergency Preparedness – using my experience in emergency management to improve disaster preparedness, response, and recovery across Oklahoma.
